About Togepi:

Togepi first appeared as an egg in the episode "Attack of the Prehistoric Pokémon".  He was found by Ash, and taken care of by Brock until he hatched in the episode "Who gets to keep Togepi?"  After a fight over who got to keep him, Misty won, after they  looked up Togepi's entry in the Pokédex, and leaend that Togepi likes the person it see's first (which was Misty).

As a baby, Togepi has a great tendacy to get lost and in trouble.  However, he usually tends to get out of danger, while putting poor Pikachu into it at the same time.   Like Pikachu, Togepi doesn't stay inside a Pokéball (I don't think Misty even HAS a Pokéball for Togepi!), and is constaly being carried by Misty, or hiding in her backpack when there's danger.

Togepi's powers were first become aware of in "Pikachu re-volts!".  Not long after, in "In the Pink", Togepi teleported the group out of danger of a charging Rhyhorn, and later created a barrier of protection against an angry Nidokings' Hyper Beam.
