Requirements:
-Must have a nice site (that proves HTML experience).  It doesn't have to be a masterpiece, but it has to show enough proof that you know about web design.  Your site can be about ANYHTHING (within reason).  it can be a clique, a blog, a fanlsiting, anime or game site, whatever.
-Must know FTP (it's needed for uploading.  There are a few easy FTP programs that even a monkey can use.)
-MUST be kid safe.  Allow me to elaborate:
-PG-13 Stuff okay
-R rated stuff is okay too, provided there is a disclaimer warning if it gets extreme
-NC-17 things are NOT allowed in any way, shape, or form!
-Mild profanity on your site IS allowed, but it MUST be mild and used sparingly.
-No Illegal software/music of ANY kind
-Must be willing to keep in somewhat close contact with me (meaning I can easily get in contact with you, should the need arise)
-Give me a little essay about yourself from a web design point of view.  It doesn't have to be long, I can be two sentences if that's all it takes.  What I'm looking for here is past hosts, types of websites you're made, how long you've been maing sites, that kind of thing.  Basically, it's a small resume of your web design "career".   IF THIS IS NOT INCLUDED IN YOUR APPLICATION, IT WILL BE DELETED.  IT IS NOT HARD TO WRITE A SENTENCE OR TWO ABOUT YOUR WEB DESIGN EXPERIENCE.  IF YOU ARE SERIOUS ABOUT BEING HOSTED, THEN DON'T FORGET TO INCLUDE THIS.  (you won't believe how man people CAN'T read that I want this little essay.  They also can't read when the old hosting page had in BIG CAPITAL LETTERS that I was not accepting new hostees).

If you think you can "pass the test", then send my e-mail at takarifreak@dark-stars.net, title the e-mail HOSTING.  Include the essay, your name (can be an Alias), and current site URL.

I decide what I will host.  If you don't get an e-mail back within 5  days, AND I HAVE UPDATED THE SITE SINCE THEN (since I don't necessarily reply to site-related e-mail when I get them, I usually do it when I update), then you may assume the answer is no.  You can make your site better, and try again.  There is no limit to the amout of times you apply for hosting, PROVIDED YOU MAKE CHANGES BETWEEN APPLICATIONS.

Should you be picked to be hosted, I require ONE thing in return: a link back (text or image, what every suits you) on a MAIN page.  This means Splash, Menu, main frame, updates page, or anything of that sort.  It only HAS to be on that one page, and it must be visible (so no hiding it in small font or blending in with the background).   This is a small thing to ask considering what I'm giving you FOR FREE.

-I reserve the right to shut down my site or yours at ANY time if I feel the need to.  I'm not going to do this on a whim, and if I do shut you down, I WILL give a reason, and it should never happen if you follow the rules.  NOTE THAT BOTH MY RULES AND MY HOST RULES APPLY!  THE LATTER CAN BE FOUND AT http://www.midphase.com/tos-aup.shtml.

-If you have downloads on your page, I suggest periodically renaming the files or storing them in a password-protected folder (and provide the necessary information to gain acess to the folder).  This is not mandatory, but will prevent hotlinkers from stealing bandwidth (and I KNOW somone on my old server was doing such).

-I DO NOT tolerate bandwidth stealers!  If I find out you are doing this (and I can), I'm going to be pissed.  First off, it's Illegal, and second, if you need more space to host files, ask, and you shall recieve (within reason).  Since all sites on my server share the same bandwidth, you ARE allowed to link to any file on the domain (even if it's not in your directory, if dark-stars.net is somewhere in the address, you can link to it), provided you give credit where credit is due.  Of course, I don't know WHY you'd want to do this...

-I will have direct access to your files, and will do random checks to make sure no rules are being broken.  NONE OF YOUR FILES WILL BE DELETED OR EDITED UNLESS A RULE IS BEING BROKEN.

-If you have a chatroom/forum of your site, I might drop in now and then to make sure no rules are being broken.  If you have a forum, I might post there, I might not.   YOU NEED NOT GIVE ME ADMIN/MODERATOR RIGHTS.  If you would like me to be an admin/moderator in your chat/forum, I'd be honored, but it's not necessary.

-If you are going on hiatus for a while (or you do not wish to be hosted with me any longer :'( ).  LET ME KNOW.  Unless I get a message from you, I expect an update at least once every 4-6 weeks (even if it's just an "I'm still here" message).   I will be doing routine cleaning and such (and you should too), getting rid of old files to free up space and such.  I'd hate to see your account deleted simply because you are away and failed to contact me.

-I reserve the right to change these rules (or add new ones) at any time without warning.  However, you will be notified if the rule effects your directly.
